Really? You can tell the difference between a girl and boy baby (or for that matter any kid under 8 or so) by sight, without revealing the genitals (which can be rather a nuisance)?
I never said anything about myself, Theo, merely commented on the lazy bbc headline. It neglects the fact that the twins are fraternal. I have no problem in distinguishing fraternal twins with zero recourse to checking dangly bits and I doubt their parents have a problem either. The ironic part of your comment is that the one occasion at which the babies would have looked similar, namely at birth, they were the same skin color (the darker pigmentation only developing later) and thus the sex of the babies (and, I guess, the hospital id tags) would have been the easiest way to tell them apart!
